Asia’s oil industry must navigate a patchwork of fuel specifications and oxygenate blending requirements.
Those rules continue to evolve over time—with countries moving in a cleaner, greener direction, though not necessarily at the same pace.
In recent years, regional giants China and India have adopted stricter sulfur limits for transport fuels, while countries such as Pakistan, Singapore and Vietnam have followed suit. In January, S&P Global Platts lowered the sulfur content of its benchmark Singapore gasoil assessments from 500ppm to 10ppm to reflect this trend.
More changes are coming. Beijing and 27 adjacent Chinese regions are piloting a Phase VI standard that cuts down on pollutants and is due to be rolled out nationwide in 2019. Meanwhile, India is planning to lower its sulfur limit for diesel and gasoline to 10ppm by 2020.

Gurdeep Singh is a Senior Specialist for Methodology Development and Price Assessments in the energy sector in Asia and the Middle East. His work involves research and market engagement to ensure methodologies evolve with changing market dynamics. Gurdeep specializes in crude oil and fuel oil markets and is trained as an electrical engineer. He has spent 14 years covering the energy sector for various media organizations.
JY Lim is Director of Asia-Pacific Oil Market Analysis with S&P Global Platts Analytics, based in Singapore. Part of his role is to develop the outlook for Asian crude and product markets. He has more than 15 years of industry and consulting experience, and has detailed knowledge of the Asian oil market. He holds a PhD in Economics.
Andrei is Managing Editor of Asia-Pacific Agriculture at S&P Global Platts. Based in Singapore, he leads a team that manages price assessments and news for regional wheat, corn, sugar, ethanol and biodiesel markets. He previously served as team leader of the EMEA grains desk in London. Prior to that, he held various roles related to soft commodities in the financial services sector.
Eric is Senior Editor for ASEAN content at S&P Global Platts and is based in Singapore. He writes about trends in Asia’s commodity and resources sector, with a special focus on the energy complex. In addition to supply/demand fundamentals, he tracks the economics and geopolitics of commodity trade. Eric has previously written for a range of news outlets including The Wall Street Journal, Dow Jones and Thomson Reuters.
Wendy Cheong is the managing editor of the light ends desk, overseeing coverage of naphtha, gasoline and LPG markets in Asia and the Middle East. Based in Singapore, she began her career at Platts in 2004. In the past 13 years, Wendy has covered markets across the barrel, from Middle Eastern and Asia Pacific crudes to refined products such as middle distillates, light ends and downstream petrochemicals. Prior to her tenure as a light ends manager, she was the managing editor of middle distillates. Wendy holds a bachelor's degree with honors in communication studies from the Nanyang Technological University, Singapore.
